The short answer
GTA 6 is made by Rockstar Games. That is the only developer name Rockstar or a platform holder has put on the game: the Xbox Store listing for Grand Theft Auto VI shows "Published by Rockstar Games" and "Developed by Rockstar Games", checked on September 29, 2026. Rockstar's own Grand Theft Auto VI page carries no studio credits.
What Rockstar has not published is a split of the work between its studios. There is no official statement naming a lead studio for GTA 6, no per-studio headcount and no credits list. The game's credits will be the first official record of who did what, and they don't exist yet. Until then, anything more specific than "Rockstar Games" is inference, not information.
What Rockstar Games is
Rockstar's corporate page says the label "was founded in 1998" and is "a wholly owned subsidiary of Take-Two Interactive Software, Inc." Take-Two's annual report for the fiscal year ended March 31, 2026 adds the detail that matters here: "Software titles published by our Rockstar Games label are primarily internally developed." In other words, Rockstar publishes games that its own teams build, rather than contracting an outside developer for them.
The same filing puts Rockstar's corporate offices in New York, in about 97,000 square feet of leased space, and notes that Take-Two owns two office buildings in Edinburgh. It describes Grand Theft Auto as a series that "has sold-in over 465 million units worldwide", with Grand Theft Auto V alone at "over 225 million units", and says Rockstar "announced that Grand Theft Auto VI is planned for release on November 19, 2026". That date still holds on Rockstar's GTA VI page.
Rockstar's 13 offices, as its careers site lists them
Rockstar's careers page names 13 offices. The list below reproduces the locations exactly as the page gave them on September 29, 2026, with the kinds of roles each office was advertising that day. Open roles are a snapshot of hiring, not a statement of what an office is working on.

None of the job ads we opened names Grand Theft Auto VI. A Rockstar Australia listing for a graphics programmer, for example, describes "a team working on some of the most rewarding, large-scale creative projects" and places the job in "Rockstar's state-of-the-art game development studio in Sydney", without naming a game.
Three studios Rockstar added since 2019
Three of the 13 offices joined Rockstar through acquisitions in the years GTA 6 was in development. Each deal was announced with a date, which makes these the best-documented entries on the list.
Rockstar India (2019). In May 2019 Rockstar bought the Bengaluru art studio Dhruva Interactive from Starbreeze for a reported $7.9 million. Game Informer, citing the announcement, described Dhruva as "320-strong" and reported that it would work alongside the studio Rockstar already had in India. That report relies on Starbreeze's disclosure; Rockstar did not publish its own release about the deal.
Rockstar Dundee (2020). On October 14, 2020, Take-Two announced that Rockstar had acquired Ruffian Games and that the Dundee studio "will operate under the new name of Rockstar Dundee". The release describes Ruffian as a team "of just over 40", founded in 2008, that had worked on the Crackdown series and on Halo: Reach for the Master Chief Collection, with experience that "even includes some early Rockstar titles from the Grand Theft Auto and Manhunt series." Sam Houser, named as "Founder of Rockstar Games", called the team "a talented addition to Rockstar's global studios".
Rockstar Australia (2025). On March 3, 2025, Take-Two announced that Rockstar would acquire Sydney's Video Games Deluxe and rename it Rockstar Australia. The release credits the studio with the 2017 re-releases of L.A. Noire and L.A. Noire: The VR Case Files, and with upgrades to Grand Theft Auto: The Trilogy – The Definitive Edition. Jennifer Kolbe, Rockstar's Head of Publishing, said: "After working together closely over many years, we are excited to have Video Games Deluxe join the team as Rockstar Australia."
None of the three announcements mentions GTA 6 by name. The Dundee release speaks of "future projects".
The people Rockstar and Take-Two have named
Official documents name few people, and none of them as a GTA 6 credit.
- Sam Houser signed Rockstar's November 8, 2023 Newswire letter marking the label's 25th anniversary, the letter that promised "the first trailer for the next Grand Theft Auto" in early December.
- Dan Houser, Rockstar's Vice President, Creative, left the company. Take-Two's filing of February 4, 2020 says his "last day will be March 11, 2020", after "an extended break beginning in the spring of 2019."
- Jennifer Kolbe is quoted as Rockstar's Head of Publishing in the March 2025 acquisition release.
Rockstar has published no director, writer or voice-actor credits for GTA 6. The official character profiles describe the characters, not the people who play or wrote them.
Why the store listing doesn't settle it
"Developed by Rockstar Games" on the Xbox Store is the label, not a studio. The Xbox Series X|S listing for Grand Theft Auto V uses exactly the same wording, "Developed by Rockstar Games", so the store field would read the same whichever office led the work. It confirms that GTA 6 is an internal Rockstar production, which matches Take-Two's "primarily internally developed" line. It cannot tell you more than that.
A few numbers circulate as if they described the GTA 6 team. They don't.
- 9,998 developers. Take-Two reports 12,909 full-time employees as of March 31, 2026, "including 9,998 in development studios". That is the whole company, including 2K and Zynga, not Rockstar and not GTA 6.
- The country list. The same filing says Take-Two has internal studios in 14 countries, including Hungary, Serbia and Spain. That list covers every Take-Two label. Rockstar's own careers page lists offices only in Australia, Canada, India, the United Kingdom and the United States.
- "The biggest team ever." No Rockstar or Take-Two document states a GTA 6 team size, budget or development start date.
